    Jobless in America: OMB Director Jack Lew Makes the Case for Obama’s Jobs Plan

    At the Republican presidential economic debate last Wednesday there was a lot of talk about the impact of taxes and regulation on the U.S. economy, but there was very little discussion — or rather specifics -- about the issue that matters most to Americans: Jobs.

    In October, nearly 14 million people were unemployed, according to the Bureau of Labor Statistics, but that's before the counting the country's under-employed, which put the jobless number above 20 million. As for the unemployment rate, it has been stuck between 9.0% and 9.2% since April with roughly 100,000 payrolls added each month mostly due to private sector growth.     Against that backdrop, and with the 2012 elections looming ahead, President Obama has been canvassing the country to for two months promoting his $447 billion jobs program while also urging Congress to pass it, so far to no avail.

    "The American people, at this point, are wondering about Congressional leadership in failing to pass the jobs bill -- the components of which the majority of Americans, including many Republicans -- think are a good idea," said President Obama over the weekend. "And that's part of the reason why the American people right now aren't feeling real good about Congress. Normally, by the way, the way politics works is if the overwhelming majority of the American people aren't happy with what you're doing, you start doing something different. So far that hasn't happened in Congress -- and the Republicans in Congress in particular."

    Jack Lew, the director of the Office of Management and Budget, joined The Daily Ticker's Aaron Task and Daniel Gross in the accompanying to talk about the President's plan, which includes extending the payroll tax cut for working Americans and businesses (the break is set to expire at the end of this year), helping state local governments prevent up to 280,000 teacher layoffs and keeping police and firefighters on the job, and implementing a public works program to update the country's infrastructure.

    "The American people do not think we can wait. They are painfully aware that we need jobs and we need them now," says Lew. "Obama's plan would be a powerful boost to the economy and help create jobs at a badly needed time."

    As noted above, many of the elements outlined in the President's jobs package are elements that Republicans have support in the past, which begs the question: Are Republicans playing politics with the economy?

      The trouble with a government directed jobs bills is twofold: the first being "government" and the second being "directed".

      says Lew. "Obama's plan would be a powerful boost to the economy and help create jobs at a badly needed time".

      That's the theory. In practise, the last $450 billion of stimulus to create jobs resulted in about $37 billion of White house earmarked and directed loans to the solar industry (creating fewer than 2000 American permanent jobs) and $7.5 billion towards high speed rail which has not yet laid one foot of track. Only about 5% of the total funds from the last stimulus bill were directed towards the public works and infrastructure spending. And the bulk of that infrastructure spending went towards Chinese employed construction projects, for the purchase of Mexican cement, the importation of Russian and Indian steel and the oversight of European and Canadian engineering firms. The big funded infrastructure projects in San Francisco and New York went to Chinese bidders, who thank Mr. Obama very much for his continued support. Finally, most of the money earmarked from the last bill has YET to be allocated; what is being spent appears to pay for $16 muffins at bureaucratic committees.

        Europe exports $80B more to China than us and we have a trade deficit with Europe of $120B USD. That is $200B more produced in America if we were able to compete with Europe.

        A Bill only pays for a temporary job in the private sector or a permanent make-work job in the govt -- or in Obamas case, is partially refunded from Union dues into his campaign fund. Americans get it now -- Anything Obama proposes is about him or his warped ideology such as "necessarily skyrocketing" energy.

      The fatal flaw in "jobs program" thinking is counting all jobs as equal--a typical Keynesian composition falacy. A job is always good for the employee, but a $60K job building a bridge to nowhere or manning a TSA station is not the same as a $60K job building the Keystone Pipeline or parts for a new 787. The former consume wealth and make the country poorer. The latter produce wealth and make the country richer.

      Creating jobs is easy: 1) strip away regulations and reporting requirements that tell employers who to hire and at what rate, including the minimum wage, EEOC, etc. 2) Cancel all jobs programs because they prop up wages above what the private sector deems economically viable. 3) Privatize government functions that are unionized so that pay and benefits can be aligned with the value delivered (based on what people will pay for the service rather than how much politicians can borrow to subsidize it).

        True!!! basically, a job that does not create wealth is nothing but a waste of time. Eliminate WASTE!!! That starts with waste in government, by eliminating govt jobs that dont serve a real purpose.
        Obama-nomics = CREATE MORE AND MORE WASTE.

        What happens to the Ogallala aquifer if this pipeline leaks? Pollution of this aquifer would decimate Nebraska. They need to find a different route for it. Eliminate the middle class. We need only two classes, the very rich and the very poor. If a lot of people are working just to survive we will solve the immigration problem and a fence on our borders. Canada and Mexico will need to billed the fences.

This plan is nothing more than an expensive band-aid. Both democrats and republicans should oppose it. Even better they should be thinking of a plan that makes sense.

      what a slanted liberal media article.. obama jobs bill was blocked by democrats as well, and it was a political move.. its another temporary bubble spending measure that does nothing to create long term job growth.. plus, adds to a deficit that is already dangerously to high, because of obama and bush... (see i can blame my own party)...i have a feeling the democrats and liberal media are getting very nervous

      This is not a bandaid needed problem. Two ways to get the ball rolling; bolster american confidence and fair trade. barry has done nothing for either. Blaming republicans in congress because they can see right through his socialist agenda must be barry's sense of "transparency".

      These "stimulus spending" ideas only create temporary jobs, and very few at that. Most of the money goes to pay off union support (consider the highway/bridge contracts and the teachers unions).I am sure you have read Obama's Executive order 13502 of February 6, 2009 which says that any government infrastructure contracts can only be done by union employees. He repealed the George Bush Executive Order 13202 of February 17, 2001 that allowed small business contractors a shot at winning government bids. Obama's not interested in the small business folks as there isn't enough votes. He's out for the 14 million union votes that the private sector and public sector unions collectively represent. A cynical person might say that Obama's only interested in spreading money is to buy votes and could not care less about jobs. As the election gets near, the stimulus funds will be awarded, hiring will begin and he will say to the votes his jobs plan is working. The euphoria among the American public will last until after the election and when the unemployment then turns down, he is hoping it’s too late and he has another 4 years to really screw the middle class and small business people. He is a socialist and his immediate goal is to further discourage the American Dream of pursuit of wealth.

      Obama is a liar! His plan is a payoff/bribe/corrupt practice to reward public unions for their support. If he really wanted to create jobs, he would end the FREE trade deals and replace them with FAIR trade deals. All he has to do is follow the advice of his esteemed friend, Warren Buffett...

      The problem with this jobs bill is the 2/2009 stimulus bill. It was supposed to fund shovel-ready jobs. It did not do this and the president is laughing at this. Americans could not trust the president and the Pelosi-Reid Congress in 2009, so why should it believe the president now. The president may think his Pelosi-Reid 2009 stimulus plan is a joke, but Americans are not laughing with him.
