    President Obama is set to give his third State of the Union address Tuesday night before a captive Congress and nation.

    In an election year, this is his chance to "dominate the entire political discourse for an entire moment," says Yahoo!'s Washington Bureau Chief David Chalian. "Remember the State of the Union of the re-election year for a president is always sort of the big campaign speech of the year for them…. [Obama] has a chance to use this speech to sort of crowd out all the other noise that has been out there about him coming from the Republicans."

    For a President with average approval ratings below 50% for the majority of his term, this speech is a very big moment for him. Obama's approval ratings for his third year in office averaged 44%, down from 47% his second year and much lower than his first year which averaged a 57% average approval rating, according to Gallup.

    Obama on Saturday gave the country a glimpse of what he is likely to focus his speech on Tuesday night and in turn set the message for his bid to recapture his chief executive position. "We can go in two directions," he said in a video on his re-election campaign's website. "One is towards less opportunity and less fairness, or we can fight for where I think we need to go: building and economy that works for everyone, not just a wealthy few."

    Obama's populist tone is not something new. At a speech last month in Osawatomie, Kan., Obama highlighted the damaging effects of growing inequality in this country and vowed to fight for America's disappearing middle class. Chalian commented then that this would be "Obama's re-election campaign message." (See: Down in the Polls, Obama Seeks to Ride Occupy Movement's "Populist Wave")

    "I don't think he'll get up there [tonight] and do 'we are the 99% versus the 1%,'" Chalian tells The Daily Ticker's Aaron Task in the accompanying clip. "But I do think you are going to hear a lot about fairness that has seemed to have gone away for the great swath of middle class America."

    Obama's message to rebuild the middle class will be juxtaposed with the other big headline from the Republican campaign trail on Tuesday: Mitt Romney has finally released his tax returns. As expected, Romney is very wealthy (like many politicians typically are). The tax statements released by his campaign show the presidential candidate paid $6.2 million to Uncle Sam on $46.6 million of income earned in 2010 and 2011.

    Obama on the Issues

    As is typical for presidents, in his SOTU speech Obama will lay out a laundry list of issues he hopes Congress can take up from now until November.

    To tackle the "the negative impact of inequality in this country" Chalian predicts Obama will call for Congress to extend the payroll tax cut and raise taxes on the rich. (See: Steve Forbes Hates Obama's "Millionaire's Tax"—And Not Just Because It Hammers Millionaires)

    "We will also hear about foreign policy," says Chalian. "He wants to hammer home what he sees as one of his greatest calling cards as commander in chief: the killing of Osama Bin Laden and al Qaeda on the run."

      While they have pushed to decrease the funding to the SS ponzi scheme, it may be an additional income tax increase the President was after by increasing the amount of money the government takes to keep the ponzi scheme afloat they increase the taxable income, thus as the deficit is out of the income tax pile and not the SS pile, it may help him reduce a very small percent of his deficit spending, and may even push a few people who don't pay any federal income taxes now into the line that has to pay their fair share.... Gee our President is a smart man. Part of the 1% out to screw the middle class.

        The problem is that Shaw LIKED a government that did just that. He saw the value is guaranteed constituent support, it means that you can "get things done". Go Google Fabian Socialist Society, their members have been deeply involved in many of the social experimentation and the horrors of the 20th Century. Shaw was a proponent of Eugenics as in executing the old, infirm, and whomever a government panel might deem useless to society and there are videos on YouTube to show you his words on these subjects.

      I am all for fairness in opportunity to benefit from the American nation. Opportunity includes a fair chance to get an education, learn a trade, and then put it to use to advance one's self up the chain. I am not for taking the assets (earnings) from those who have taken advantage of these opportunities to maximize their value (thus their earnings/assets) to give to those who have chosen not to take advantage. There is a distinct difference between not being given the opportunities and not taking advantage of them. Having grown up in foster care, and having nothing given to me, I took advantage of the opportunities, and look forward to a comfortable future. I agree some people do not have the capabilities to take advantage of opportunities, but in my estimation at least 99% do, so why is the 99% complaining about not being as comfortable as the should be? They have to answer that for themself, I know what I think, but......

        Assets either acrue based on earnings or inheritance. You may define earnings as you like, but normally it is the result of expenditure of some effort. If you say different levels of earnings go to different people that is true, but as I stated above, often times the difference results from people who take advantage of opportunities and attempt to maximize the return. Yes, different levels of work (physical vs mental) are required dependant on the job, or training/education.
        Inheritances, were taxed when they were aquired and taxed again as they are passed on, thus there is no shame in inheritance, it shows that someone earlier in your family took advantage of opportunites. Yes there are cases where people abused the system and other people to aquire their wealth, but this is not the case in most instances. People saw a need (want) and provided for it thus building wealth.
        There is nothing wrong with wealth, in reality almost everyone aspires to have it. How they want to obtain it separates the providers from the takers. Just an opinion.

      Obama has killed more jobs and opportunities for the middle class than any President in
      history while saddling each taxpayer, their children and their grandchildren with trillions in new debt. His answer, more debt, bigger government, blame Bush, class warfare and it is not my fault. Worst and most irresponsible President in the history of this country.

      Life is probably not fair, and never will be fair. However, what Obama and Congress don't want to acknowledge is that personal accountability is the key to fairness. Just giving everyone the same thing is NOT fair. That approach penalizes those that take care of themselves and work hard to get ahead while rewarding the leeches of society. That approach has and continues to fail us. A fair chance - YES. Rewarding failure - NO. This applies to both individuals and companies.

      Fairness and equality is when everyone who earns wealth is rewarded and everyone who doesn't earn wealth is left wanting.

      What will America do when the people who pay for eveything run out of money? Can't rely on Helicopter Ben all the time. Even he is thinking twice about strafing the countryside again with his 30 caliber printing presses.

      Fair is a relative term. The only thing liberals would consider fair is if everybody made the same amount of money, got the same healthcare, got the same food and got the same housing regardless of amount of work performed. What's the term for that again?
