A New U.S. Energy Plan: Sell Oil Reserves, Use Profits to Invest in Clean Tech

Presidents and politicians of all political affiliations have said for decades the U.S. must find an energy source that can serve as a viable alternative to crude oil imports from foreign nations -- a fair number of which aren't exactly gushing supporters of the red, white and blue.

That talk hasn't translated into much action, however. Now oil prices are up again, holding above $110 a barrel, which is sending gas prices higher and weighing on consumers. Finding a solution we can all agree on regarding America's energy future isn't going to be easy. Daniel Weiss, a senior fellow and director of climate strategy at the Center for American Progress, believes his group has the answer.

"There's a few things we have to do to fight the recent spike in oil prices," he tells Aaron in the accompanying clip. "First, we need to crack down on speculators -- make sure that they're not intentionally driving up prices in order to make a quick buck. Second, let's eliminate the $40 billion in subsidies [over 10 years] for big oil companies that are going to make overwhelming profits anyway." (See: Tax Breaks for Big Oil Make "No Fiscal, Moral or Political Sense" )Additionally, Weiss is pushing for more fuel-efficient cars, specifically vehicles that would get 60-plus miles per gallon by 2025. He's also advocating a limit, starting in 2013, on the amount of foreign oil the U.S. imports each year and reducing that total by 5% a year.

"That will drive investment into oil-reduction technologies because they know that there will be a market for the product," he says. Weiss wants to increase "market demand" for clean energies such as wind and solar, but the question of practicality arises.

For Weiss, the hope is that energy alternatives will continue their trend toward becoming less expensive. If traditional sources of power such as coal- and nuclear-generated electricity see their costs rise, wind and solar will become "more economical than they are today."

The U.S., he contends, is behind what other nations like China and Germany are doing, and that needs to change. "This is going to be a $2 trillion worldwide market," he says of clean energy. "It's important that we're competitive."

Weiss has also recommended that the White House consider selling up to 30 million barrels of oil from the Strategic Petroleum Reserve and then invest the proceeds in public transportation and energy alternatives.

"It would generate over $3 billion," he says. "We could invest that money in making transit much more accessible and affordable for people."

For more of his thoughts on energy and policy, be sure to watch the accompanying interview.

Let's sell the oil and buy some magic beans. We can use the magic beans to make bio-diesel. I suggest we name it the FiFiFoFum project.

Wait. Are you saying $3 billion you could get from selling the strategic oil reserve won't solve the U.S.'s mass transit deficiencies? Don't tell me you don't believe that car manufacturers can manufacture 60 mpg SUV's.

Hey, let's sell all our agricultural land and timber forests as well. As a bonus, we'll throw in our protected fisheries.

We should sell our earthquake machines too, it just malfunctions over and over again. The @#$% things keep killing the wrong people, places and things! Thanks for the post! Frank out!

Why don't we sell our president, that would save a trillion or two.

We could also sell our first born into slavery, that's a good idea

Why does Daily Ticker select such joke guests for their show?
This guy is a Big Government central planning liberal boob who knows nothing about economics.
      His "solutions" are:
Stop speculators - these evil doers are to blame for high oil prices.
Fuel efficient cars - let's have government mandate those.
Oil import limit - this will make oil cheaper for us?
Invest in public transit - these Big Government projects always lose money
Invest in clean energy - shouldn't energy investment be a private sector function?

Please pick real guests for your show who know something, not blathering liberal boobs.

The job of media is to present all sides to an issue--not just one they agree with. The latter is called "bias", and makes people like Rush a LOT of money, but doesn't really help our country much.

"The job of media is to present all sides to an issue"
If we're looking for entertainment from the know nothing, this is it.
I agree, allowing these boobs airtime does make visible how damaged our country has become.

The colleges should teach more economics and less Socialist Studies.
No wonder we have to import immigrants with math and science degrees.
American Colleges are way over loaded with Socialist professors.

Please tell me this idiot in the white house means for this stupid idea to be a late April fools joke ! And if we need this oil in a national emergency to run the army and the air force to defend us in , are they supposed to use wind and solar to run our planes and tanks on ? This guy has fried chicken for brains !
    • dennis  •  1 year 1 month ago
He's idea is stupid enough that the Government may consider doing it.

sell off all the gold reserve to profit taking time there too
    • Say it like you see it  •  1 year 1 month ago
The reporter is a tree hugging Liberal too. The strategic oil reserved should not be sold. This is there in case we get into a war and cannot get enough oil to fight it. What if our oil supply was cut off while this nation was under attack? These Liberals will do nothing to stop the high price of oil. They are behind helping the price of oil go up.
      1. Moratorium on drilling that lasted a year. They also held up shallow water permits and land permits.
      2. O'bama rescinded his allowing drilling off the E. Coast.
      3. The Dems have held up drilling in Anwar for years. You ever going to go and take your family to Anwar?
      4. O'bama refuses to get behind Nat. Gas in a big way. Still a hydro carbon.
      5. O'bama supports carbon credits which is nothing more than a tax on the peoplel.
      6. Hillary heads a commission to educate the masses in the middle east on how to organize and stage a revolt. She uses the internet to do it. She tells them how to get around the shut down of communications and the internet once the regime turns it off.
      7. Tax incentives for green renewable energy and for people to switch over. This is less taxes coming in to pay down the debt.
      8. The feds want to report inventory levels which are easily manipulated reports. Why do they not report gallons sold at the pump based off federal tax revenue? They want to give the world and the speculators, the illusion that there is a shortage, thus driving up the price of oil.
      9. The Libs are all on board with the great lie of hydro carbons causing global warming.
10.Devalue the dollar by injecting mass infusions of liquidity(QE1 &QE2) which drives up the price of oil and other commodities.
11.Form a commission to look into the manipulation of oil prices in order to convince people he is trying to do something about it.

This is all designed to drive up the price of oil and further the cause of the tree hugging Liberal agenda. They could care less what this does to the economy of this nation, as long as they get their way. The elititists of the world is behind all of this. They get our politicians to pass campaign finance reform which allowed more corporate money to flow into their campaign coffers, while stifling the voice of the special interest groups(people like you and I) prior to elections. These elititists use their corporations, and their shareholders money, to prop people up on the ballot and get them elected. They control our political process, our puppet on a string politicians, the analytical companies, the rating agencies, the investment houses turned advisers, news organization, media outlets, and popular search engine internet sites. This is control of information to the people. This is a world wide phenomenom. They profit from the high price of oil, by investing in tax payer funded green renewable energy projects, and by trading in carbon credits funded with tax payer money. They are behind the great lie of hydro carbons causing global warming, in order to convince the masses of the world, that all of this is needed.

Watch what your representatives vote. If they do not vote for the people. Never vote for that person again. It is usually the incumbent/career politician who is crooked as he has been in there longer to get that way. Vote for fresh faces, it takes longer to corrupt them. Especially vote out these tree hugging liberals who have taken over and destroyed the Democratic party.

Fact: CO2 is .04% of the gasses making up the atmosphere, any increase or decrease that we cause by burning fuel will effect the temperature such a small amount as to be not measurable. A volcano-just one-will have a greater effect than our burning fuel. Fact: We have more natural gas than we can use in hundreds of years--and we are adding to the know reserves every day. Fact: YOUR CAR CAN BE CONVERTED TO RUN ON NATURAL GAS WITH A FEW HOURS WORK FOR LESS THAN $1500.00. IT WILL ALSO CONTINUE TO RUN ON GASOLENE--JUST FLIP A SWITCH. THE KITS ARE ON EBAY. NATURAL GAS COSTS $1.00 to $2.50 A GALLON EQUIVILENT. THERE IS NO GASOLENE/ENERGY SHORTAGE!!! NATURAL GAS BURNS MANY TIMES CLEANER THAN GASOLENE OR DIESEL. (IT IS USED IN DIESEL ENGINES AS WELL)
    • Anonymous  •  1 year 1 month ago
This guy is a complete idiot. If you want to get the price of oil down, raise the supply! Re-open offshore drilling. Open ANWR to drilling. Allow fracking for natural gas.

"Clean energy" (other than nuclear) is based on wishful thinking, not science. It's a fantasy that solar and wind will ever replace a significant fraction of our fossil fuel use.
    • gerry w.  •  1 year 1 month ago
For one thing you have to be out of your mind to think that the government can spend that kind of money without corruption and wasteful spending
    • hthode  •  1 year 1 month ago
We can now play music on an MP3 player the size of a credit card. If there was money in it, we could have solved clean energy problems a long time ago.
    • GaryM  •  1 year 1 month ago
Why dont we sell our national parks? Hey kinda like Chicago did, we could sell all the millions of miles of interstates and let them be turned into toll roads! Of course, instead of paying down our massive debts, we should "invest" in some dogooder programs, that if they had merit the private sector would already be exploiting FOR A PROFIT, but I may have used a forbidden word there so please forgive me.
    • Buddy  •  1 year 1 month ago
How about all the products that are made from oil that we use every day, like plastics, paints, cosmetics, medicines, clothes, etc., etc., etc. I guess we can get these things from wind and solar also! This is the last time I listen to Aaron!

Also, the percentage of CO2 in the atmosphere is 450 parts per million or .00045 and the increase from .00035 to .00045 in 60 years (since 1950) is supposedly what is causing climate change!

Good morning America. Happy Friday to Aaron and all my friends right here on the Ticker. Hello to all my Tea Party friends and the like as well. I suppose I should say hello to the rest of the world as well. Hello! Listen to Mr. Weiss for about thirty seconds and you'll soon discover that talk is cheap and barf bags should be provided upon receipt of this transmission. How long is the liberal sided and jaded clone squad going to bang the bell of clean energy? Answer? Forever. America has an enourmous amount of resources, non of which is clean. Look down people, we live on dirt! What's really dirty here is Obama and his fly boys trying convince the world that there is a clean form of energy. Dirty politicians talking clean energy, LMFAO! Pass the bag over here please... ralph...."$%#@!$^&*&*()(^%$#... Disgusting..." More dumb and wow ideas make all Americans sick, right? Right on! I love you babes, have a great weekend! Frank out!

Crack down on speculators? What the heck is he saying here? Speculation isn't a crime. Speculators can make money on the upside or downside. Why do are they choosing to speculate on higher prices? Because the US government has purposefully created bottle necks in the energy market. We've made it ridiculously expensive to build enough capacity to handle the loads of heavy sour crude available in the world today. That leaves us with capacity for light crude which is more rare in the world market.
What is a crime is the government picking energy winners and losers. The government has a perfect batting average of 0.000. The government has proven time and again they're the best contrarian indicator available today. Look at the stupid government subsidizing of ethanol! We could eliminate the world undersupply of food by ending the subsidizing of ethanol, and cutting our tariffs on Brazilian sugar ethanol. But no, the government doesn't want to ruin their perfect batting average.

Stupidity abounds here. Facts for the uninformed...eliminate the oil subsidies, the price of oil goes up, not down. Solar panels are not a clean energy process...just check out the harmful chemicals used to manufacture them. If you want to live in a teepee then wind and solar is great. If you want to power your electronic toys you better build nuclear plants. Why increase domestic oil production? Because the dollars stay home...foreign energy=money going overseas, big trade deficits and no domestic employment. Public transportation? Check out the increasing crime rate on public transportation lately.
