I agree, Chairman of Unigroup would not be personally investigating if they were not very serious. He will still need to discus his findings with Chinese government to get the price they would be willing to pay. Since the money will come from them. I also think the excuse Micron gave (not getting regulatory approval) was just a nice way of saying offer is too low for Micron to give it any real consideration.

$25 is to low to get Micron's serious interest. I still think they will need to come in around $30 Billion to start a serious negotiation. Final offer could be higher. China is approximately 50% on Micron's business. Not sure how much from other suppliers such as Samsung & others that could be forced over to Micron, if Chinese owned.
The Chinese Government is backing this, so price is not a show stopper. Be patient,Tsinghua Unigroup has nothing to lose by submitting a higher offer and testing U.S. regulatory waters for a company they feel China needs.
