I don't believe such a thing. Intermune got EU approval after FDA rejection. It is not something people would avoid doing. Often FDA is tried first because US market is more profitable and sometimes, the barrier for approval is lower.
In fact, MNKD was needing further trials before it can seek EU approval but after this FDA delay, they will have the data for EU approval. I don't think it is something that they cannot do. They just don't have the resources for both routes and they have to prioritize.
