While I agree with Furry that there can be a few too many technical managers at Dow with an NIH on their hats, there are other routes to what you want to do. As I recall there is an office at corporate planning that would be the place to try. Look up the name Volkmann.
Also, Dow, like most companies, should have an interest in any project that has received SBIR funding. Do you have any investment support for developing your idea? That's a vote of confidence in your work that could open doors. Dow used to go to government sponsored SBIR conferences to listen to companies who were in their Phase II's, and looking for further support.
