    " The hiring of a former attorney in Gov. Chris Christie’s office to head the State Ethics Commission taints the necessary independence of the office that enforces conflict-of-interest rules in New Jersey’s executive branch, the senator who created it says.

    The ethics commission voted Tuesday to confirm Susana Guerrero as executive director. Guerrero previously worked as an associate counsel in Christie’s office from January 2010 through October 2012, where she was assigned to education issues. She then became state Department of Education assistant commissioner and chief of operations and legal affairs. In that role, she oversaw all legal, legislative and governmental affairs operations, including the School Ethics Commission.

    Sen. Richard Codey, D-Essex, who was governor when the State Ethics Commission was created in its current incarnation, said it was envisioned that the panel, which consists of four public members and three members of the administration, would independently choose its own executive director, not one placed by the governor.

    “You want somebody who clearly on paper has no conflicts, and it would appear that she does in fact have those. She may be passing judgment, being involved in cases involving, obviously, the administration. It would taint, to some degree, whatever was done,” Codey said."
