    July Buyback posted

Management has had the cash in the bank for all of one week. Do they get 30 seconds to deploy it wisely? What's the deal with holding them accountable to have spent it all immediately?

A blind monkey could easily figure out that a bad earnings report together with a probably dividend cut will dip the stock and that would be an opportune moment to begin a stock buyback in earnest.

Why in your mind would it be more "rational" for them to buy a stock before all the bad news is out?
