The government should announce a plan form a state transportation company to build a national system of electrified railways running parallel to the Interstate Highway System and serving every city and town in the country. The system should be designed to provide fast freight service, slow bulk freight service, and high quality passenger service superior to anything possible by truck or car.
The system should be paid with a financial transactions tax on stock, bond, commodities, and derivatives sales, a 90% capital gains tax on gold & silver, and a windfall profits tax on domestic oil producers who fail to drill their leases in a timely manner...
The government has been building up the automobile based transportation system we have now for going on a century. They subsidized it with general tax revenues to construct, maintain, and police it, and with the power of imminent domain to get the land on which to build it.
No private enterprise system could ever compete which such a loss generating government transportation system. The railroads failed long ago in their battle with government system. The oil industry has profited handsomely off what the government did. It's always nice to have the demand for fuel a couple hundred times higher than it should be thanks to such massive inefficiency and waste.
What is currently going on now is the bankruptcy of the country thanks to the government highway system and its enormous cost in foreign oil, upkeep, and policing. One way or another that subsidy will go away. Either the government will be driven to bankruptcy from the cost of the system they created and the subsidy and the system will collapse, or the system can be replaced by a rational one such as existed before the government started it meddling nearly a century ago. Rational solutions are better than collapse outcomes.
Railroads can do provide excellent service around the world, and did in the past before the government got involved in subsiding the automobile.
Your goal is greatly flawed and if attempted as you state eitehr doomed to failure or would doom the country to bankruptcy.
Your concept that such a system could (always) "superior to anything possible by truck or car. " Actually says much about your communal beleifs. One advantage a car or truck has of such a system is simply the freedom to do it "my way", when I want and let me change my mind as often as i want. Such freedom of choice is impossible for long haul communal systems.
As to your plans on how to pay for this. First they would not raise the revenue needed to even maintain and operate such a system (esp. of gov't did maintaining and operating) much less consutruct such. Plus it is nothing more than misdirecteda and misguided class warfare. And it would lead to even greater politicalition of drilling.
