This is usually counter offer with a lower bid by the manufacturer, that enables the maker to pass on savings to the consumer, but this is apple and they are famous for not lowering their prices. Their game is ending, I think. I have been in manufacturing, in the old good days when we had production in the USA, and usually that's the way it rolls.
