You are correct that the ex-dividend date can be any date prior BUT it does NOT dictate squat.

YOU posted incorrect information, which several regular posters here have pointed out. Everybody makes mistakes, so it's OK as long as you've learned something from it. If you still think you're right, for the next dividend buy some PWE shares ON the ex-dividend date and see what happens; it'll be an expensive lesson, but at least you'll learn something....
