The ROIAK bid exceeds the ROIA ask. One can convert ROIA into ROIAK. There may be too few shares to make it worthwhile, but the opening is there.
As I type this: 1.23 ask in ROIA, 1.25 bid in ROIAK solution: buy ROIA at 1.23, convert to ROIAK, sell for 1.25
