I tend to agree with you. The weather was bad in most of the country. In addition, the BEBE demographic may reorient their time to active pursuits (many young gals love snow) within the bad weather, and stay out of malls.
I am not upset about a bad "last two weeks". The BEBE demographic is also a group that can get a lot of money and gift cards from Dad, Mom, Grandma and Grandpa. Sales from that money happens in January. So the BEBE announcement can be hedging their bet - knowing January could have strong comps.
This compares to TLB where an analyst feels near Q4 and early 1Q could be light since the TLB demographic is the Mom's and Grandmom's who stalled or skipped a purchase for themselves - so they could provide the gift, gift money, or gift card to the daughters or granddaughters.
