IRFA has more deep pocket supporters than people think...
and Sirius XM (read Liberty Media) is one of them. Their arch enemy is terrestrial. Siri and P coexist in two different realms. The key here is "Fairness" which rings of anti-monopoly. Artists will get paid more from terrestrials, P and other streamers get to keep more. It's a Win/Win unless you think terrestrials go out of business which will not happen. Advertisers will keep them afloat until they think the medium is dead. Less ROI yes... dead never.
I say the bill passes and P triples.
