Seems to be a lot strategic critical mass building over spectrum.
Apple dominating the smart phone market, needs to leverage that forward into the wireless infrastructure, especially since their phone/products (key drivers of high bandwidth usage) are negatively impacted by the limited spectrum and data speeds.
The situation was for Clearwire starting when newly founded as a WiMAX operator with partner to build a nationwide network on a budget about 1/4-1/3 that typical of mobile networks.. and to do that using the more difficult 2.6GHz spectrum that every wireless engineer understands requires more base stations or remote nodes to replicate competitive coverage.
So, you are saying that the time was not right to do something different than brain-dead macrocell only? Every atom of logic argues against that naive understanding. Visit the temple and pray for enlightenment.
Standards need to be redefined with new ideas depending upon changing circumstances. Haven't you heard of the "adaptive resonance theory" or is your degree stuck up the wrong place. If your fundamentals are not strong then what work you build on it is not worth squat.
