Another unintended consequence: lane congestion. Here in Washington, DC, they allow hybrids to use the High-Occupancy Vehicle (HOV) lanes. But so many people have bought hybrids that now the HOV lanes are always clogged up with them, offering no advantage to the car poolers.

Any time the gubment gets involved in private industry, common sense goes out the window. You should deal with the SCAQMD, EPA, CARB, etc, etc. None of it has to make sense. That's why "they" work for the gubment.
