    October 1980: Osama’s Oldest Brother Allegedly Involved in ‘October Surprise’

    Salem bin Laden, Osama’s oldest brother, described by a French secret intelligence report as one of two closest friends of Saudi Arabia’s King Fahd who often performs important missions for Saudi Arabia, is involved in secret Paris meetings between US and Iranian emissaries this month, according to a French report. Frontline, which published the French report, notes that such meetings have never been confirmed. Rumors of these meetings have been called the “October Surprise” and some have speculated that in these meetings, George H. W. Bush negotiated a delay to the release of the US hostages in Iran, thus helping Ronald Reagan and Bush win the 1980 Presidential election. All of this is highly speculative, but if the French report is correct, it points to a long-standing connection of highly improper behavior between the Bush and bin Laden families. [PBS Frontline,

      Al-Bayoumi was likely a Saudi spy and handler for a few of the alleged 9/11 hijackers, though this could not be proved by the Congressional inquiry or 9/11 Commission Report. Still, Bob Graham and others described al-Bayoumi as, “someone who had been put on the ground in San Diego by his government to keep an eye on the activities of the relatively large Saudi community in Southern California.”

      Saudi denies involvement in 9/11 attacks

      A Saudi Arabian man denied involvement in the terrorist attacks of September 11, 2001, on Sunday, despite allegations that he has ties to two of the hijackers.

      Omar al-Bayoumi, in a satellite interview with Dubai-based Arabic-language network Al Arabiya, said he will continue to work with United States investigators under certain conditions.

      "I sent a letter to Prince Nayef, the [Saudi] interior minister, saying I was innocent of these charges. I am ready to answer any question in this regard with the presence of CIA or FBI investigators and Saudi investigators on Saudi land," al-Bayoumi told Al Arabiya.


      Al-Bayoumi, an employee of the Saudi Civil Aviation Authority, has been questioned by U.S., British, and Saudi officials and has not been charged with a crime.

      Interrogators "took my personal computer, my home computer and many books. They also took my little daughter's school bag," said al-Bayoumi, who is married and has four children. "They questioned many people. This lasted for over seven months, and they said I am innocent. They even returned my passport."


      U.S. Attorney General John Ashcroft indicated Sunday that U.S. officials might interview al-Bayoumi again.

      "Well, we're going to interview everyone we can that we think can shed new light on the investigation whenever we can," he said on ABC's "This Week."

      Asked whether that meant the United States would interview al-Bayoumi again, he replied, "More or less."

      Al-Bayoumi is named in the congressional report on U.S. intelligence leading up to the attacks on the Pentagon and World Trade Center. A redacted version of the report was released last week amid a dispute over the information that hasn't been disclosed.

      Congressional officials highlight the case of al-Bayoumi as a possible example of Saudi help to the hijackers.

      Investigators believe al-Bayoumi helped two of the hijackers -- Nawaf Alhamzi and Khalid Almihdhar -- settle in San Diego, California, in January 2000 and provided them with financial assistance. Officials disagree on the extent of that aid.


      He told Al Arabiya that he met the two men and spent time with them for a couple of weeks, but he denied helping them settle in California or giving them money.

      Former director of the F.B.I.'s New York counterterrorism office, John P. As reported in the Times the book, "Ben Laden: La Vérité Interdite," suggests that "Saudi support for Mr. bin Laden has been extensive." O'Neill was apparently frustrated at "the inability of American officials to get anything at all from King Fahd," of Saudi Arabia, and although the Times does not provide details, O'Neill reportedly ascribed this failure to "oil." During his term with the F.B.I, O'Neill worked on the investigations of the 1993 World Trade Center bombing, the 1998 bombings of embassies in Africa, and was leading the investigation of the USS Cole in Yemen. O'Neill had complained to Brisard that the F.B.I. was hampered in its international investigations by State Department interference. O'Neill resigned from the F.B.I. in August of this year to become head of security at the World Trade Towers. He was killed in the the September 11 attack.

      The Republican-[siraeli]-Iranian agreement appears to have been sealed through a series of meetings that culminated in discussions in Paris arranged by the right-wing chief of French intelligence Alexandre deMarenches and allegedly involving Casey, vice presidential nominee George H.W. Bush, CIA officer Robert Gates and other U.S. and [siraeli] representatives on one side and cleric Mehdi Karoubi and a team of Iranian representatives on the other.

Founded by Osama's father, Mohammed Bin Laden, the Bin Laden firm worked on dozens of joint projects with the Bechtel Corporation, which had already perfected the art of subcontracting out hard labor to low-paid workers in the Third World. Outsourcing is a strategy that Bechtel is using in Iraq today, where 92 percent of its work there is subcontracted out. The Bin Ladens and Bechtels remain close to this day. Indeed, the Bin Laden family owns a $10 million stake in the Fremont Group, the Bechtel Corporation's investment subsidiary. Moreover, the BinLaden Group is a doing work on Bechtel's biggest contract, the $20 billion deal with Saudi government to excavate two new ports, in what has been called the most expensive construction project in world history.       As the spokesman for America's largest police force, Deputy Police Commissioner Browne is one of the most important — yet largely unknown — newsmakers around. From Occupy Wall Street to the arrest of the International Monetary Fund chief, he's at the center of some of the globe's biggest stories.


      Critics say he oversees a system that withholds public records, plays favorites with the local press and promotes Kelly and the NYPD with a truth-compromising fervor.

      "There are too many instances where he has blatantly lied about what is going on with the NYPD to the taxpayers who pay his salary," City Councilman Jumaane Williams recently told reporters. "Once, perhaps you could say it was a mistake. Twice, oops, I did it again. Three, four, five times: There's no excuse."


      The 62-year-old Browne first came to the NYPD in 1990 with a resume that included jobs as a newspaper reporter covering politics in Albany, N.Y., and as a top aide for U.S. Sen. Daniel Patrick Moynihan.

      He worked for Kelly during Kelly's brief stint as police commissioner under Mayor David Dinkins in the early 1990s. He then followed Kelly to Washington, where his boss held a top position at U.S. Department of Treasury and later headed the U.S. Customs Service.

      Browne's current job can be a pressure-cooker: As deputy commissioner for public information, he runs the busiest press office of any police department in the country. It's staffed around the clock by several police officers and civilian employees who field a constant stream of requests from media around the world each day.

      "You're talking about a huge agency," said Susan Braunstein, a professor of communications at Barry University who studies law enforcement public relations. "They're not dealing with three questions a day; they're dealing with thousands."

      WASHINGTON (AP) — A CIA operative's unusual assignment inside the New York Police Department is being cut short after an internal investigation that criticized how the agency established its unprecedented collaboration with city police, The Associated Press has learned.

      In its investigation, the CIA's inspector general faulted the agency for sending an officer to New York with little oversight after the Sept. 11, 2001, terrorist attacks and then leaving him there too long, according to officials who have read or been briefed on the inquiry. They spoke only on condition of anonymity because they weren't authorized to discuss the investigation. The CIA said last month that the inspector general cleared the agency of any wrongdoing.
