How to break te Dead lock.
The Church in Rome showed us how they tackled griglock. They need a Constitutional amenment that says that says that every bill must be decided within a maximum of 3 mths after which the House and Senate will have to stay in the Chambers till a vote is reached, this would solve any gridlock.
