Two points: 1. SBIR grants are easy to get. The biotech co. I work at has 3 of them totaling $1.1 million per year. 2. Accepting government funding (SBIR, NIH grants) means that the company grants a royalty-free license to the goverment to patent rights related to the grant money. The government also has "march-in" rights, which means that the government can sublicense another company to make the product as a competitor.
You give up a lot when you take Federal funds. This has become a problem for the company I work at, but it's too late since we already have accepted and used some of the funding.
