Steam system came back on line late Friday as the refiner's power plant, a joint venture of BP and Cinergy, began generating electricity and steam.It took more than 160,000 man-hours to complete the steam system work, including replacing 2,500 valves. In addition, 27 miles of steam lines that run through the refinery were completely overhauled.As steam reaches the units, the company will continue other maintenance projects and work toward resuming gasoline production.

You need to add that the overhaul was largely at insurance company expense. Those man hours will be covered by business interruption insurance also.
I don't need to add anything as BP is self insured.
