What these career bureaucrats fail to say to the reporters in attendance in Durban is that there is another army of bureaucrats, just as dedicated, in every capital city of every state in Europe whose job it is is to collect excise tax on tobacco products ( specifically, cigarettes ). The excise tax is as important to the European funding model as is the gasoline tax in the United States.
The cigareete excise tax is a wonderful source of 'easy money' for European states. Why cut off your nose to spite your face?
I think PM knows the risks involved. The third world countries are 30 years behind the curve. Different countries, different legal systems and a growing population of smokers willing to step up to a Premium Brand. That and the fact that we are going to print a shitload of dollars to get out of this financial mess. More dollars = less value = more earnings for PM when they convert their earning into dollars. The dollar is strong now but that won't last. (But what do I know)
Nothing changes with this. This is not new news anyway. No one is going to stop smoking because of a feel good worded project. It is basically a non event. It might even help pmi as the treaty will want to stop illegal tobacco sales.
