GSB has not participated in this runup

Any reasons as to why GSB has not responded well in the big runup we have had in the market these last few weeks? Very low daily volume. No institutional buying?

So looking at it over the last year, the first 8 months they moved contrary to each other, DJIA up, GSB down and then GSB had a strong 100+-increase for 2 months right through DJIA's 11% decrease. Then the last two months GSB trended sideways consolidating while DJIA this last month (30 days) appears to be playing ketchup.
