What you are seeing with your big higher than the trading price is market inefficiencies in a non-centralized marketplace. Although NOK is listed on the NYSE, the pre-market trading happens off-board on secondary markets. There is not a single market but rather many different market centers run independently of each other. The various banking houses link to each other but run their markets independently. NOK might be trading at $3.93 on one market but not at the one with which you have placed your order. At some point it gets filled because your market maker sees the opportunity to plug you and cover the trade cheaper with a competitor. Nothing illegal about it. Those are the prevailing rules. Don't like it? Talk to your congressman.
Ameritrade's pre-market session does not begin until 8 AM EST (5 AM PST). Therefore, it is impossible that you have ever gotten an order filled in any pre-market session prior to 8 AM EST.
