I think the op was referring to this in Barrons:
"R.W. Bairds William Power, who has an Underperform rating on Nokia, and a $1 price target, writes that while the new hardware was positive, with innovations such as the “PureView” camera functionality, he thinks a lack of new features in Win Phone 8 was a let-down:
In our view, the Windows Phone 8 software doesn’t appear to offer many tangible improvements over its predecessor. Although WP8 now supports higher caliber hardware, the overall platform does not appear to have changed meaningfully."
