Could you please explain who (specifically) is keeping the price down? Don't say "Market Makers" because there are thousands of them, and there's simply no way they are all working together. So first, who is powerful enough to keep the price down? Please be specific.
Next, why? Explain the logic behind this manipulation. How does one gain from moving the price down? And why do "they" only move it down? If someone had the power to manipulate a stock, wouldn't they make more money by moving it UP? That way, your profit is unlimited. But if you manipulate down, there's an absolute cap to how much you can make.
Bottom Line: The logic behind market manipulation is tragically flawed. It makes no sense, and people fall back on it as an argument because they're looking for some reason why a stock isn't going in the direction they want it to go.

It doesn't have any new data in it. Goldman Sachs is the largest holder of Nokia stock, but they rate it a sell? Does that make sense to you? When they change it to a buy, its time to get out because that is when they will be selling. Don't you know that they were selling investments to their clients that they were shorting?
