      The Transportation Security Administration (TSA) requires that all cargo being transported aboard commercial passenger aircraft be screened for the presence of explosive devices. Air carriers, indirect air carriers, and freight forwarders are responsible for implementing cargo screening procedures using at least one of several TSA approved methods of inspection. DHS S&T conducts developmental test and evaluation services for the TSA and supports activities to place equipment on their Air Cargo Screening Technology List (ACSTL) as described in FBO Solicitation Number HSTS04-12-SSN-CT5513.

      DHS S&T is soliciting information regarding improvements that can be made to ETD systems currently approved for air cargo transport screening. Responses should focus on systems listed in the Qualified or Approved Technology sections of the TSA’s ACSTL, not devices listed in the Grandfathered Technology section. Devices incorporating proposed upgrades or improvements need to be ready for acceptance into the Air Cargo Screening Qualification Test (ACSQT) within 18 months (Threshold) /8 months (Objective).

        Improvements should include one or more of, but are not limited to, the following capabilities:

         Improved throughput, Probability of Detection (Pd), and/or Probability of False Alarm (Pfa) through methods such as:
        o Software improvements (e.g. refining algorithms)
        o Development of improved or more durable swabs/swab tools
        o Improved desorption efficiency / techniques
        o Improved Human Factors Engineering
         Hardware improvements to increase instrument durability (e.g. reduce mean time between failure (MTBF), reduce mean time to repair (MTTR))
         Improvements to reduce system footprint (i.e. total machine size)
         Reduction of physical resources, consumables, and maintenance to achieve a lower system/life cycle cost.

    • TSA actively looking to improve ETD capabilities. I expect to see developments with IMSC in this regard very soon.
