Using the spiral approach model, Dish doesn't need to implement # 2 to span its signal across the globe. He could just start out within the US market and/or N. America. However, Charlie would need #3 to carry it out which Dish seems to lack the expertise. This explains why Dish would need to buy Clearwire (Plan A) to acquire both expertise and spectrum.
Should he fail with Plan A, he would still have Plan B, however. Plan C would be to partner with AT&T, but the deal would become more complicated
