essentially Sheriff David Clark said, when seconds matter the police are minutes away.
Sheriff Clark can say what he believes because he is elected. His boss is the people and a vast majority of them won't disagree with what he said. Chiefs of Police, on the other hand, such as those speaking out against guns are appointed. They can be fired easily and they are pressured politically into towing the line.
