Look at the "Historical Prices" link for Thailin in Yahoo Finance.
It seems that there is a software issue. The trading volumes are up by a factor of 1000 since March 12, 2013.
In any case, it looks like Thailin closed at a 52 week high last night.
The news must be leaking out about the Chipmos Taiwan IPO. Friday when the markst was closed here, Thailin traded over 5.6 million shares(average past 3 months about 400K) and is approaching a 52 week high. Thailin has a market cap now about $100 million and a book value of $165 million. The book value was as of 12/31/2012 and they still own 4.5 million shares of IMOS at $11.60 at that time. Thailin shares will move up more then double from here as Chipmos Taiwan stock starts to trade with more liquidity.
