I feel that the short sellers have been in control of the market and banks for quite some time now. They have been shorting individual banks as well as buying the SKF. They have been spreading rumors and have helped keep the prices of the stocks depressed.
I think that stopping short sellers at least temporaraly would help the stocks. If people don't like the bank then they would not buy it and that would keep the price of the stock down. This does not have to be accelerated with short and naked short sellers and doing away with the uptick rule where you get more and more momentum players shorting on the way down. This can help drive a company out of business as long as they make money.
