GE is expecting that US Solar Companies to Produce more 75000 MW(75 GW) of Power in the next few years. I believe that DOE will Ask the Chinese Government to Stick to their Agreements which they had with First Solar to install 2 GW in northern China's Inner Mongolia region.
In January, First Solar signed a memorandum of understanding with China Guangdong Nuclear Solar Energy Development Co. to build an enormous solar plant in northern China's Inner Mongolia region.
This is OLD "news". You actually think China will "agree" to anything the U.S. would say to them? Oblama has about as much leverage as a broken tree branch. They're callin' the shots, and they KNOW it. They have no reason to support FSLR in their own country. That entire series of discussions between China rep's and FSLR marketeers that led to the "agreement" was a sham, a smokescreen. They've got enough of their OWN solar co's to support .... and the deep pockets to do it.
