. . . that CVM did not have the ability to sell additional shares in order to complete PIII. That is, of course, the route apparently preferred by those who simply despise everything CVM management does. Those same childish bashers who whine about "dilution" flowing from CVM's capacity to sell shares would (pretty accurately) be complaining about how the company was structurally unable to raise additional capital, putting the company's very survival into play.
