Not really a surprise, given the earlier lawsuit. What's interesting is the consistently cautious way they're going about it. First seeking a declarative judgement, then paying royalties under protest. Without pushing the evidence too far, I think it's fair to say that they're leaving open the possibility that they may still be using a substantial amount of Tessera IP, and they want to leave a way open for a compromise deal.
I have to call this a bearish development for TSRA, but not a major one.
