Since when is PICO a water stock? PICO has great water assets and maybe a water business somewhere, sometime in the future but PICO is neither fish nor foul. That is the problem. We have a self dealing management who seem to switch directions every twelve months. Water deals for this company are always just a little bit away. I expect no pop.
