It's more than just a ball mill- it's an entire milling circuit- probably including a concentrator and a thickener as well. There is a substantial cost involved in installing a milling circuit.... eventually it will make sense, but probably not right away.
The other thing to understand is that a milling circuit is designed for lower volume high grade ore. It doesn't really make sense to run .03 through a mill.... the electricity, labor and re-agent cost would negate any gains in recovery. And to design a mill to handle the tonnage they are heaping (around 4000 tons per day), we're talking major bucks.
Eventually, adding a mill in the 400-800 tpd range would make perfect sense. They can run the high grade through the mill, and throw the rest on the heap for cheap recovery. Best of both worlds.... in due time.
