As I have posted for several months - the only way for these staffing companies like Ciber to survive is consolidate and cut overhead. This includes the high compensated execs with their jet planes - they need to GO ! They have proven that they do not know how to manage a company. Providing strong leadership and staff motivation is not in their skill set - the $$ millions blinded their vision. So it is time for them to merge , sell and get the H___ out of the way.
getting bigger just means bigger jets, bigger options and bigger parachutes for those staying (and maybe also for those leaving). Business is down for the big guys too. Just look at EDS, Perot, Compuware, etc. But, a buyout might pull the stock up, at least temporarily. I think everyone, including analysts, thought new tech. development in large caps would sky rocket after Y2K, but it ain't happenin' quite yet.
