I finally reached someone at Stifel. The time window to have bought into the offering was only between the announcement at the close on Monday and the time pricing was announced yesterday morning. He said, if I understood him correctly, that if I'd called my broker during that time they'd have known what the price would be. The offering won't technically close until Friday because of the 3-day settlement period.
So the price isn't being artificially held up to allow them to sell the shares. He told me that several new major players have taken positions through the offering and he suspects some of them are adding via the open market.
yeah, we small guys are ALWAYS the least to know - I took advantage yesterday to add 500 shares in the 16s so that wasn't so bad long term. I've found buying the news of a secondary (even on the open mkt.) is usally a good entry point-
