two silly emotionally driven position with respect to public assistance
1 That everybody deserves certain things for free if they cannot buy them.
The actual rule is that those who cannot earn basic necessities are entitled to them if the society can afford it without self imploding, ( high earners will still have to pay the tax even if they btch and moan all day every day as long as possible)
2 That everybody can "achieve" this level of necessity regardless of the economy situation.
The actual state is that there will frequently be situations in which the bottom performers cannot earn enough to make it and the bottom cannot be 'motivated' or 'trained' to NOT be at the bottom and will require social help, and any reasonable society provides this. In fact all developed societies do.
The rub of course is in the eternal war between the wealthy who want poor and desperate workers and the group who wants to sit back and coast on their arz.
