Cyprus Deposit Tax is not the first. Taiwan already has one. It is call Health Care Wealth tax.
In Taiwan, if you are citizen and wealthy, you will get a health care supplement tax if you have certain amount of deposit in any banks. But I think it is only 2% of the total amount of deposit. But don't quote me on it.
There is no way people can move around their large bank deposits because it is not safe to deposit large amount of cash at home or work. So far, everything works well in Taiwan so Cyprus is not the first country to impose a deposit tax.
