Another thought----Buried within the NETWORX contract requirements (A doc. I can't find on the net anymore) I seem to recall some ways that sensitive or perhaps restricted info on Gov. network connections were handled
It was the concept of "Hide in plain site" --- the racks, cards,cables, connections and any associated hardware were simply NOT marked or designated in any special way to indicate their nature
So IF you knew which was which, tapping them would be relative simple.
Getting into the GOOG & Yahoo stuff would be the same or perhaps even easier
If you are a Gov. #$%$ and can break the law as part of your job, network spying is just another weapon in your toolbox of tricks
