Think about that statement for a moment. How does one push down the price and simultaneously accumulate? Someone else must be selling in order for the people pushing the price down to buy.
Perhaps they first push the price down, creating a momentum once others start selling for fear of losing profits. Then when the price is down, they start accumulating in small batches so as not to drive the price up again.
