Companies will usually do this when secrecy is paramount. This was done to protect something important from going wrong as many or all of their employees will have priviledged information of some sort. At Mc Donnell Douglas Aircraft Inc. they did a similar code of conduct draft and required all employees to sign and even prohibited us from answering questions from the media. Rather they asked all to direct any questions to management. Shortly after we were all notified we be getting a visit from Phil Condut, Boeings CEO. They had the ceramony on sattelite TV live from our plant in Long Beach. In two years Harry Stonceipher, Phils heavy hitter increased share value so high we had to do a stock split.
