all of which has contributed to the huge and continuing net drop in institutional ownership of JCP
So what? Macy's or another competitor could do a secondary and buy them out. At these levels, it's a terrific buy. They would also be acquiring a lot of valuable real estate. JCPENNEY is a well known brand.
Once that selling pressure comes to an end, JCP could see a nice pop and squeeze.
