Will Financing be announced after announced sale of HUB ?

The NS shipment apparently went out in December
I believe December 14 - 17 based on charts and volume.

it appears readily apparent some were fully aware of that
    then and subsequently

Here is a post by John Petersen regarding the shipment on saseekingalpha

" FWIW the jungle drums are saying that the batteries shipped in late December. Since the contract was announced in April and performance is an ordinary course of business matter, I don't expect confirmation before the financial statements issue in late March. "

Look at the trading volume the very next trading day January 7, 2013
    Jan 7, 2013 1,460,800

look at the trading volume leading up to that

    Jan 4, 2013 333,400
    Jan 3, 2013 178,200
    Jan 2, 2013 538,900
    Dec 31, 2012 335,900
    Dec 28, 2012 348,300
    Dec 27, 2012 273,200
    Dec 26, 2012 291,900
    Dec 24, 2012 92,400
    Dec 21, 2012 177,700

    Avg Vol (3m): 353,562

So it did nearly 5x 3 mnth average trading volume following the initial announcement.

    - There was in fact I think every reason to believe the shipment would not go out given the
Penn State and other announcements that were all over the news from NBC to technical
    journals and blogs.

Battery aging reversed to keep electric train chugging along
Researchers have written an algorithm that reverses aging in rechargeable lead-acid batteries, a breakthrough that will let them keep their all-electric train chugging along longer.

Formal announcement by Axion was made January 11, 2013

NEW CASTLE, Pa., Jan. 11, 2013 /PRNewswire/ -- Axion Power™ International, Inc. (OTC QB: AXPW), the developer of advanced lead-carbon PbC® batteries and energy storage systems, announced today that it completed shipping its high-performance PbC batteries to Norfolk Southern Corp.

So it could be a timing thing, or it could be they faced alot of heat
given the Penn State Norfolk Southern articles and so while initially they
may not have announced they may have felt it necessary to announce
once all the discussion of Penn State algorithm came out.

Regardless I will guess the financing will be announced very very soon.
    Why wait.

If starting testing, you raise BEFORE testing is complete, put the money
in the bank based on hype, just in case testing fails, or testing takes many
more months or years then you imagine (which has pretty much already been
shown true with Norfolk Southern project).

The timing is good, HUB and NS trains relations recently announced.

It can only get better by an announcement of the sale of the HUB,
I would announce TWO sales If I were them.

Announce two sales of the HUB to the distributor
(they could "sell" it lower then cost and just announce)
it does not matter what the price is, it does not matter if sold at a huge loss
(it probably will be in my opinion) sell two for $ 5.

Just announce they sold it, hype and pump, announce finance
    Dump.

Possible they lose 40,000 on the announced "sales" but make 400,000 on the hype and pump ?

If you get the shares up a few pennies and unload millions of shares (lets say 50 million shares
are sold), it just takes a few pennies.

I say the announced financing will occur after the announced sales of the HUB.
They would be foolish not to.
