- There was in fact I think every reason to believe the shipment would not go out given the
Penn State and other announcements that were all over the news from NBC to technical
journals and blogs.

So it could be a timing thing, or it could be they faced alot of heat
given the Penn State Norfolk Southern articles and so while initially they
may not have announced they may have felt it necessary to announce
once all the discussion of Penn State algorithm came out.
Regardless I will guess the financing will be announced very very soon.
Why wait.
If starting testing, you raise BEFORE testing is complete, put the money
in the bank based on hype, just in case testing fails, or testing takes many
more months or years then you imagine (which has pretty much already been
shown true with Norfolk Southern project).
The timing is good, HUB and NS trains relations recently announced.
It can only get better by an announcement of the sale of the HUB,
I would announce TWO sales If I were them.
Announce two sales of the HUB to the distributor
(they could "sell" it lower then cost and just announce)
it does not matter what the price is, it does not matter if sold at a huge loss
(it probably will be in my opinion) sell two for $ 5.
Just announce they sold it, hype and pump, announce finance
Dump.
Possible they lose 40,000 on the announced "sales" but make 400,000 on the hype and pump ?
If you get the shares up a few pennies and unload millions of shares (lets say 50 million shares
are sold), it just takes a few pennies.
I say the announced financing will occur after the announced sales of the HUB.
They would be foolish not to.
