Everything is right. Because of the size of the pay out, it's using a deferred ex-date, meaning that the ex-date is the first business day after the payment date. Stock exchange rules; the company has no say in the matter.
"If you own it at the end of the day today, you will receive the distribution"
"Probably get it by Monday, but sometimes takes an extra day or two."
That depends on when you bought it. Anyone who bought it before February 4th should get it today. Anyone who bought it on the 4th through today won't get it until at least Wednesday, the 27th, which is the due bill settlement date. Often times, though, it takes a few days longer.
