This is a "blackout period" for management acquiring or disposing of shares. Until earnings are released it is against SEC rules for management to buy or sell UUU shares. So you can rule out that explanation.
To me it is very simple, without the Canadian operation this company is a 7 or 8 P-E stock at current prices. Fair value without Canada is probably $14 per share, sooner or later the number crunchers will realize that fact.
