Is the radiation leak at a nuclear reactor in Southern California a crisis or is it a controversy? The facts are not yet in. But crisis experts are saying that in all instances, the best policy is one of openness and transparency, revealing the underlying facts early and often.

Investigators are now digging into whether Edison International EIX +0.21%’s Southern California Edison had any advanced knowledge of excessive vibrations at its steam generators that it installed in 2009 and 2010. Those vibrations subsequently led to wear and tear of tubes that leaked radiation in 2012. The utility says that it was unaware of the problem until the leak at one of its units. But U.S. lawmakers say that confidential documents reveal that it knew about the issues in the early years.
