Just like the secondary for Walmart way back, I agree this is signaling SOW 2. I'm also trying to get an update on DOD, however unlikely. But, Avis will provide the stability to wait out a contract with DOD and that is when this thing explodes. I realize nobody else thinks it will ever happen, and it's infinitely tougher with the government but like I said, when they get in the door, they always finish. We'll see it with Avis shortly and down the road with DOD. Sierra and Red RIver proved the technology, they got in the door, just a matter of time.
Why would the company sell shares and finance buyers, rather than do a debt offering? Everything these guys do is just stupid. What good is SOW #2 if there are 10M more shares? If SOW #2 is for $100M, why would they need $60M? I think they might do something stupid and buy someone.
