    Tunnel/Road Tolls might help HBKS

    Interesting how much of the toll analysis involves psychology. What the experts say is, "once people get used to the high toll, they'll pay it." But that's only for the people who live on one side; work on the other.

    The flip side of the psychology is, "why waste money on tolls if you can avoid it ... even if housing is more expensive on the Norfolk/VaB side?" Anyone moving to town or planning from here will attempt to stay on one side of the river. It's unlikely the projected toll revenues will pan out if commuters can move their residence or change jobs. When given a choice to commute over the toll bridge/tunnel or to pick a side of the river to live and work ... odds are they are going to stay one side ... and they're going to pick Norfolk/VaB.
