You have to figure if management makes a bid, they have all the law firms in Norfolk locked up. That's okay ... outside shareholders will probably go with a Richmond or Washington firm.
A lot of times a management bid will attract an outside higher bid. But that's not likely to happen with a bank ... it could, but banks are too management specific, so that sort of depresses value.
